The Agency was launched in June 2006 as a semi-autonomous body under the Ministry of Agriculture, Food Security and Cooperatives. The Agency took over the responsibilities that were performed by the Seed Unit of the Ministry of Agriculture Food Security and Cooperatives. The aim of establishing ASA is to ensure high quality agricultural seeds are available to farmers at affordable price.

The key functions of the Agency include, expanding seed production and distribution networks so as to facilitate seed accessibility by farmers, promotion of increased private sector participation in the seed industry development through establishment of public-private partnerships or joint ventures in seed production and distribution, promotion of increased demand of certified seed by farmers and strengthening research capacities for breeding and producing varieties that address farmers’ specific demands.
Agricultural Seed Agency increases seed production by engaging contract growers. Contract growing is of two types:
Out-farm Contract growing
We make the proper use and involvement of the community to produce seeds. ASA invites applications in every crop season to Tanzanians who aspires to become contract growers. ASA sets out qualifications for contract growing, and eligible farmers are given opportunity to produce seeds for ASA. Qualified farmers are being advanced seeds by ASA for production. In the process our experts inspects the farms and conduct trainings to ensure quality yields of seeds, and lastly the Tanzania Official Seed Certification Institute (TOSCI) which is a quality Seed Regulator in the country goes around the farms for final inspection.
In-farm Contract growing
ASA also affords an opportunity to qualified Tanzanians to produce seeds under special inspection.
