- award acceptable certificates to successful candidates jointly with the invited bodies;
- invite other bodies, as it may think fit, to conduct examinations and award acceptable certificates or diplomas;
- advise anybody or bodies so invited under paragraph (f) upon the adoption of examinations necessary for the requirements of Uganda and to assist any such body or bodies to conduct such examinations;
- make arrangements for the conduct of research and development of examination systems;
- make rules regulating the conduct of examinations and for all purposes incidental thereto.

Guidelines for Registration of Candidates:

- Windows-based desktop application
- On-line registration
- Bulk registration through the web-portal.
As the first step, the Board has designed and developed a Windows-based desktop system for electronically registering UCE and UACE candidates. This system contains in-built controls for the most common checks that we routinely carry out manually during the registration process.
The e-Registration process is simple and only requires one to possess minimal computer skills. The system was designed bearing in mind that the internet is not yet widespread in Uganda. The system will, therefore, allow centers to register candidates from a location without internet connectivity and then send the data to UNEB from another location where there are internet services.
This is achieved through an export facility which allows the user of the system to extract data and export it into an Excel workbook that can subsequently be uploaded to the UNEB web portal.
UNEB also recognizes that a number of centers may not have computer facilities of their own. This SHOULD NOT deter a center from electronically registering candidates. This is because a single computer can be used to register candidates from several centers.

A School/Centre may request a nearby School to give assistance in e-Registration by providing the ICT facilities. Centres can also hire equipment for a one time off use. The use of electronic registration process will take an evolutionary (phased) approach whereby the prevalence and proliferation of technologies will determine the specific mode a particular centre uses.
The initial phase is the one where users shall use the desktop application. As technologies improve and become more spread and affordable, e-Registration will evolve into a fully-fledged on-line registration system in which Examination Centres will register candidates on-line.
The purpose of this circular, therefore, is to inform you that UNEB introduced electronic registration of candidates starting last year for UCE and UACE. With your cooperation, this innovation will reduce congestion at our offices and improve on the overall efficiency and effectiveness of service delivery in the Board.
- MINIMUM REQUIREMENTS
For proper utilization of the e-Registration programme, a School/Centre should have the following:
- Digital photographs of candidates
- Computer with Windows Operating System
- Internet connection: In the absence of an internet connection at the centre, the data can be exported to an Excel workbook, then go to an area with internet facilities.
- A trained person to do e-Registration.
Examination centres may meet the minimum requirements by teaming with Schools in their neighborhood or hire equipment.
- TRAINING AND INSTALLATION
UNEB has carried out training of all Users/Heads of examination centres in March 2016. The training focused on how to install and use the e-Registration programme.
- SENDING DATA TO UNEB
All the required information for registration of candidates should be entered in the TEMPLATES provided in the e-registration system.
- The only method of submitting Registration data to UNEB is by using the UNEB portal.
- Note that data should be uploaded to the UNEB portal after thorough verification and confirmation of accuracy.
- Institution choices SHALL BE submitted at the time of registration.
2. Capture Candidate In formation
Uganda National Examinations Board (UNEB) is an assessment body with systems of examination formats and grading inherited from the University of Cambridge Local Examinations Syndicate. The Syndicate was responsible for school examinations in the British colonies until 1968 in the case of East African Countries. In 1968 the East African Examinations Council (EAEC) came into being, and in collaboration with the University of Cambridge Local Examinations Syndicate took over Secondary School Examinations and issued joint certificates. This was a gradual separation of East African countries from the Syndicate.
In 1971, the EAEC became independent. The EAEC conducted Secondary School Examinations and issued the East African Certificate of Education (EACE) and the East African Advanced Certificate of Education (EAACE). The EAEC also took over Business Examinations from the Royal Society of Arts and Technical Examinations from City and Guilds of London. This arrangement went on up to June 1980 when the EAC broke up and Uganda started conducting its own Examinations. Consequently, the East African Certificate of Education (EACE) was renamed the Uganda Certificate of Education (UCE), while the East African Advanced Certificate of Education (EAACE) was renamed the Uganda Advanced Certificate of Education (UACE).
In 1983, the Primary Leaving Examination Section was transferred from the Ministry of Education to UNEB. From 1991 to 1998 UNEB was also responsible for Primary Teachers’ Examinations. In 1999 the Government shifted Primary Teachers’ Examinations to the Institute of Teacher Education, Kyambogo, nowKyambogo University.
In 2008, an Act of Parliament established the Uganda Business and Technical Examinations Board (UBTEB) responsible for examinations in Business, Technical and Vocational training. The 2008 BTVET Act removed the responsibility of conducting Business and Technical Examinations from UNEB and vested it in UBTEB in a phased manner. The last examination will be conducted in 2014, and thereafter UNEB will be responsible for school examinations at primary and secondary school levels as follows:
- Primary Leaving Examination
- Uganda Certificate of Education Examination
- Uganda Advanced Certificate of Education Examination.
3. Upload Data to UNEB portal
UNEB does not issue duplicate certificates. In case of loss/damage of result slips and/or certificates, a letter of verification of results is issued to serve the concerned candidate. These are issued on request by individuals, educational institutions, employers and government agencies that carry out investigations. The requirements for this service are: (i) Individuals should:
- bring a letter from school/centre of sitting
- come in person. Candidates outside the country should send a copy of the identity document and a letter authorizing someone else to process the document.
- bring a letter from Police , in case of loss or damage of slip/certificate
- present a copy of a valid identity card
- pay processing fees as determined from time to time. Payment will be made to the Cashier and an appropriate receipt issued. The approved fee effective January 2015 is 40,000 shillings for an ordinary letter and 80,000 shillings for a Hard Card that serves as substitute for a certificate.
(ii) Institutions, agencies, bodies
- Provide a:
- letter of request addressed to the Executive Secretary, UNEB
- typed list of persons whose results are to be verified indicating level of examination (PLE, UCE or UACE) year of sitting and the correct index number (including both centre & candidate number)
- photocopies of the result document to be verified/confirmed and the “original” document where forgery is highly suspected
- Pay the Uganda National Examinations Board against an invoice issued by the Board.

4. Obtain Invoices and make Payments

To apply online for Equating of Academic Documents, the Applicant shall:
- Provide Information about the Institution that awarded the Academic Qualification and that that requires the equated results such as Postal Address, Telephone, Email etc.
- Request the National Examination Body that issued the Academic Document to send a Verified Copy addressed to the Executive Director, UNEB by email at equating@uneb.ac.ug
- Upload a fully Filled and Signed Declaration form <<Download Declaration Form>>
- Provide details about the Applicant like Name, Valid ID, Email etc.
GUIDELINES:
The following guidelines/procedures shall be followed by any person who wishes to apply for his/her
academic qualifications to be equated.
- Application for equating can be done through UNEB e-services portal, which can be accessed at https://eservices.uneb.ac.ug
- The applicant shall:
a) Complete Application Form from the UNEB portal
b) Upload a fully filled and signed Declaration form downloadable from the UNEB portal and a clear photocopy of a valid personal identification document (e.g. passport or national ID).
c) Request the National Examination Body that issued the academic qualification document to
send a verified/certified copy addressed to the Executive Director, UNEB by emailing at equating@uneb.ac.ug. For applicants from South Sudan, Sudan, Somalia, Eritrea and Ethiopia, the letters of verification and confirmation of results can be obtained from their respective Embassies in Kampala)
d) Provide the postal, telephone and e-mail address of the institution that awarded the academic
qualification.
e) Provide the postal, telephone and e-mail address of the institution that requires the equated results. - Academic qualification documents (e.g. certificates) that are not written in English Language must be translated by the Embassy of their respective country or any other recognized translating institution.
- Each document from East Africa will be charged Uganda shillings 200,000/= (two hundred thousand), while those from outside East Africa will be charged 250,000/= (two hundred fifty thousand) payable through Airtel/MTN Mobile Money or Bank Deposits. An invoice/Payment advice will be generated for the applicant before payment made.
- Applicants should not pay for the service of equating before their documents are verified by UNEB
- UNEB shall accept to process the application for equating only after the invoice has been paid.
- The equating process takes minimum five working days from the date of payment. Notifications shall be sent via SMS /email to the applicant.
- The equated documents shall be sent directly to the requesting institution.
- UNEB shall not be held liable for any forgeries and alteration of equated results.
- No refund shall be made for equated documents.
