NEMC was established with a broad mandate in response to the national need for such an institution to oversee environmental management issues and also implement the resolutions of the Stockholm conference (1972), which called upon all nations to establish and strengthen national environmental Councils to advise governments and the international community on environmental issues.
The enactment of Environmental Management Act No. 20 of 2004 (EMA, 2004) by Parliament in October 2004, repealed the National Environmental Management Act No.19 of 1983 and re-established NEMC. EMA 2004 provides for a legal and institutional framework for sustainable management of the environment, prevention and control pollution, waste management, environmental quality standards, public participation, environmental compliance and enforcement. Furthermore, it gives NEMC mandates to undertake enforcement, compliance , review and monitoring of environmental impacts assessments, research, facilitate public participation in environmental decision-making, raise environmental awareness and collect and disseminate environmental information.

The challenge of integrating Environmental concerns into development processes for sustenance was first realized in the late 1960s and this culminated in the Stockholm Conference on Environment and Development in 1972.
Tanzania responded to this global Environmental Processes by enactment of the NEM- Act 1983, creating an Environmental Council [known as National Environmental Management Council-NEMC] which became operational in 1986; the formulation and approval of the National Environment Policy 1997 and the recent Environmental Management Act (EMA), 2004. Further Tanzania has ratified several of the Multilateral Environmental Agreements
The object and purpose for which NEMC is established is to undertake environmental enforcement, compliance, review and monitor environmental impact statements, research and awareness raising.

Functions
NEMC – Central Zone is at the heart of the Country with an area of 166,803 KM2. The Zone’s Office started its operations in 2017, with the goal of bringing its services closer to the regions. The Zonal office is the custodian of environmental related responsibilities on behalf of NEMC Director General.
The responsibilities of the Zone are specifically geared towards coordinating and linking to various Government entities on issues related to environmental management and conservation as stipulated in EMA 2004 and its Regulations. These issues include ensuring adherence to environmental compliance and enforcement to various facilities and development projects, compliance to environmental impact assessment and audits, responding to environmental inquiries and complaints, guiding clients on issues related to environmental management and conservation and supervising implementation of activities related to environmental and resources management and conservation.

DUTIES AND RESPONSIBILITIES
i.Undertakes routine and targeted compliance promotion programmes, inspections, monitoring and environmental audit to ensure implementation of EMP and mitigation measures, establish compliance status with environmental requirements and provide data to higher levels;
ii.Assists in collection of samples and analyzing to determine compliance status, measures and assesses qualities of emissions, discharge and pollutants against permissible values and recommends appropriate measures according to environmental requirements;
iii.Attend to environmental incidences and public complaints and takes appropriate action;
iv.Assist in undertaking monitoring of hazardous waste, verification of quantities and qualities of hazardous waste prior to disposal or any other measures to ensure enforcement of environmental legislation;
v.Assist in identifying Best Available Practices (BAP) and Best Available Technologies (BAT) to prevent environmental effects or minimize adverse effects on human health, life or the environment;
vi.Assists in registering and administering all submitted ESIA/EA projects including reviewing of project briefs, scoping reports and Terms of Reference (ToR), Environmental Impact Assessment (EIA) and Audit reports;
vii.Conducts site verification visits and Technical Advisory Committee review meetings for proposed, existing projects and coordinates district authorities, sector ministries and public participation in ESIA review process;
viii.Prepares documents for recommendation to the Minister responsible for Environment for issuance of Provisional Environmental Permits, EIA and EA certificates, variations and transfers;
ix.Provide inputs in the preparation of guidelines, manuals and procedures for conducting;
x.Environmental and Social Impact Assessment and Audits and disseminate to
Stakeholders;
xi.Assist in preparation of plans and programmes for capacity building of Environmental Experts and Firms of Experts, sector Ministries and Local Government Authorities on Environmental and Social Impact Assessment on continuous basis;
xii.Performs any other duties as may be assigned superiors.
QUALIFICATION AND EXPERIENCE
Holders of Bachelor of Science Degree in Mineral Processing Engineering or equivalent qualifications from a recognized Institution. Must be registered with Engineers Registration Board (ERB) as a Graduate/Professional Engineer.
